Planning Board Punts in Towson

Clearly flustered by the complexity and the many divergent forces pulling the board in opposite directions the Baltimore County Planning Board essentially passed the buck on open space waiver fees telling the county council to sort the fees out for themselves. 

This in spite of massive testimony from citizens requiring more open space in Towson and complaining how bid developers get a free pass when it CES to open space. 
The Board "allowed" the council to consider higher fees, though, and disagreed with the zero fee in Areas of exemptions but it wants to still exempt developments already in the pipeline.
